Our Approach
What Workforce Management Means at VeloSource
VeloSource treats contingent clinical labor as a planned, strategic part of your staffing model, not an emergency response. We work closely with your team to understand where coverage gaps actually come from, whether that’s a seasonal surge, a hard-to-fill specialty, or a structural shortfall in a specific department. From there, we build a pipeline of qualified providers well before a shift needs to be filled, so you’re not scrambling at the last minute.
Locum placements get coordinated directly with your broader staffing strategy, working alongside your internal float pool and permanent hiring plans. Over time, this means the same coverage gaps stop showing up again and again, and your team can build real staffing stability.
Get The Terms Right
MSP, VMS, and ATS vs. Workforce Management: How They Differ
Three tools show up in most staffing conversations, and mixing them up costs hospitals money. A Vendor Management System (VMS), a Managed Services Provider (MSP), and an Applicant Tracking System (ATS) each solve a different problem, and most programs eventually need all three working together.

VMS
A VMS is technology. It’s the platform that routes open requisitions through approval chains, centralizes agency submissions, verifies credentials before a provider ever steps on site, and gives your team real-time dashboards on spend and fill rates. A VMS hands you the infrastructure. Your team still has to interpret the data and drive the decisions.

MSP
An MSP is a partner that brings the strategy and the execution behind it. Before a job is even posted, an MSP is analyzing your historical staffing data, forecasting coverage gaps, and building the vendor and clinician networks that fill them. Once an assignment starts, an MSP negotiates rates, manages credentialing timelines, and consolidates every vendor onto one invoice.

ATS
An ATS runs your permanent hiring pipeline. Syncx Perm ATS gives recruiters one platform for sourcing, credentialing, and tracking physician candidates, backed by a database of 4M-plus verified providers and AI-driven outreach that gets an opening in front of the right candidate faster. The stronger the ATS, the fewer permanent roles ever end up covered by a locum in the first place.
| Term | What It Is? | What It Solves? |
|---|---|---|
| VMS | The technology layer tracking vendors, spend, credentials, and fill rates | Visibility into a program your team still runs day to day |
| MSP | A partner that runs sourcing, forecasting, and vendor strategy for you | Time and forecasting capacity most internal teams don't have room for |
| ATS | Technology that runs your permanent physician and provider hiring pipeline | Faster, higher-quality permanent hires, so fewer roles default to a locum |
WorkForce Management
The plan connecting VMS, MSP, ATS, float pool, and permanent hiring. VeloSource runs all three under one roof. Syncx supplies the VMS and ATS infrastructure, and our team runs the MSP strategy on top of it, so vendor management, permanent recruiting, and contract labor share the same data instead of living in three disconnected systems. Workforce Management sits above all of it, deciding when VMS visibility is enough on its own, when a program needs the full weight of an MSP, and when the smarter long-term move is filling the role permanently through the ATS.
Understanding The VeloSoure Tiers
How The Model Works
VeloSource organizes every client program into four tiers, prioritizing coverage from the most sustainable option toward the most expensive one:

Internal Staff and Permanent Placement
Your own physicians, filling roles permanently through our Syncx Perm ATS. AI-powered sourcing across 4M-plus verified providers, automated credential verification, and enterprise-wide visibility into every requisition keep this tier the lowest-cost, most stable coverage a role can have.

Float Pool and Dedicated Providers
A pool of vetted providers, sometimes VeloSource-employed as Employer of Record, sometimes client-employed, who self-select shifts through a mobile app and cover recurring gaps at 20 to 30 percent lower cost than agency coverage.

Managed Staffing Program for Contract Labor
A centralized layer, powered by our Syncx platform, that standardizes contract terms, consolidates every vendor onto one invoice, and reports on spend and utilization in real time.

Network of Selected Vendors
A vendor-neutral panel of staffing agencies, standardized on rate and terms, that covers what the first three tiers can’t reach yet. Most hospitals start here. Our job is making sure you don’t have to stay.
Most clients start with a dedicated, on-site VeloSource resource embedded in their team at no additional charge. That person learns your culture, your scheduling patterns, and your specific coverage gaps before recommending which tier of the model to lean on for each site or specialty.
Why It Works
Benefits To Clients
Time back for your team. VeloSource fields vendor solicitations, tracks candidate presentations, manages locums scheduling, and checks invoice accuracy, so your staff isn’t doing that work on top of their real jobs.
Results you can verify. Health systems on this model have cut per-hour locums rates by $50 to over $200 depending on specialty, and shifted close to half of total coverage into lower-cost float pool and internal resources.
Decisions based on data. Real-time reporting on utilization by specialty, site, and dollar amount replaces guesswork with numbers you can act on.
One invoice instead of several. Standardized contract terms, billing rates, and travel and overtime requirements across every vendor you use.
